All full‐time students receiving education at primary and secondary levels or pursuing Project Yi Jin programmes or relevant courses of the Vocational Training Council, from the following families4 are eligible for applying the scheme:

 

  1. Families receiving the flat-rate grant for School-related Expenses under the Comprehensive Social Security Assistance (CSSA) scheme; or
  2. Families passing the means test for receiving ‘Full’ or “Half’ level of financial assistance from the Student Finance Office of the Working Family and Student Financial Assistance Agency (Student Finance Office); or
  3. Families whose monthly household income not exceeding 75% of the Median Monthly Domestic Household Income5 (MMDHI) applicable to the applicant’s household size

Scheme applicants are required to bring all the supporting documents to the Assessment centres in the corresponding districts, in order to get the “membership and service application form”. After filling in the form, applicants need to submit the forms with all supporting documents to Assessment centre for review process.
After verification, successful applicants will receive a “Payment Advice”.
Applicants should process the payment within 7 days and send the payment proof to WebOrganic by email (info@Weborganic.hk), Whatsapp (559 760 10) or Fax (292 292 08).
After 7 days submitting payment proof, applicants should call WebOrganic hotline at 292 292 00 for reservation of broadband installation.

Supporting documents

 

When submitting the application, apart from the “membership and service application form”, applicants should show the HKID card or its copy of the service applicant, which is written on Part 2(A) Broadband Service Applicant Information, for verification, and submit the following valid supporting document copies.

 

Families receiving Comprehension Social Security Assistance (CSSA)
  1. Certificate of Comprehensive Social Security Assistance Recipients7 (for Medical Waivers) issued by the Social Welfare Department
  2. Students card or student handbook8
  3. Residential address proof issued within the last 3 months9
Families receiving School Textbook Assistance
  1. Notification of Result or Eligibility Certificate (Financial Assistance for Primary and Secondary Students) issued by the student Finance Office of the Working Family and Student Financial Assistance Agency

Monthly household income not exceeding 75% of the Median Monthly Domestic Household Income (MMDHI)
  1. Proof of income issued within the last 3 months (Example: salary statements, bank passbooks showing updated balance, etc.) and “family economic status application form”10

8The copy page of student handbook should contain the school stamp and student name, both of the student handbook and student card should be issued by local primary schools, secondary schools or schools launching Project Yi Jin programmes or Youth Employment and Training Programme. In addition, both student handbook and card should be valid during the application period.

9 WebOrganic only accepts the following documents as the residential address proof (valid within 3 months), and does not accept Post Office Box Address:

l   Bills or invoices issued by utility companies (water, electricity, towngas or domestic piped liquefied petroleum gas (LPG) suppliers (NOT including domestic piped LPG operators))

l   Landline telephone, mobile phone, paid TV, Internet service bills

l   Statements or correspondence issued by banks, licensed money lenders, insurance companies or Mandatory Provident Fund (MPF) Approved Trustees

l   Valid and “stamped” (for stamp duty) tenancy agreement with rental bill/ invoice/ receipt issued within the last 3 months

l   Notice of Public Housing Allocation issued by the Hong Kong Housing Authority / Hong Kong Housing Society

 

10Proof of household income in the last 3 months, includes salary statements, bank passbooks or statements, income certificate issued by the employers, etc. Applicants should fill in the “Family Economic Application Form” with information of the household income in the past 3 months.
